The design of a new filter building provides an educational showcase for the demonstration of one of the first applications of the ozone contact purifications process in the United States. The focus of the 50,000-square-foot building, which is set at right angles to the existing plant, is the glass pavilion entrance at the junction of the old and new portions. Reflecting pools and fountains make a celebration of water and light.

An exhibition area and meeting room on the first floor overlook the pump room and filter pools, which thus become an integral part of the educational process, as well as a vital function of the plant. Offices, a central systems control room, and a lunchroom are located on the second level, where there is also an observation deck with views of the entire plant and the adjacent reservoir.
